Summary of Legislation: (Amended) The bill establishes the Remote Worker Grant Program (program).
It provides that the Indiana Destination Development Corporation (IDDC) shall administer the program,
including awarding grants to a new remote worker for qualifying remote worker expenses. It also requires
that: (1) the IDDC; and (2) the commissioner of the Department of Administration (IDOA); shall submit
reports to the Legislative Council.
Effective Date: July 1, 2021.
Explanation of State Expenditures: (Revised) IDDC: The bill’s requirements represent an additional
workload [and/or expenditure] on the agency outside of the agency’s routine administrative functions, and
existing staffing and resource levels, if currently being used to capacity, may be insufficient for full
implementation.
The bill requires the IDDC to establish and implement policies and procedures for the Remote Worker Grant
Program, certify new remote workers and qualifying expenses, provide grants, promote awareness of the
program, develop metrics to measure performance of the program, and report on the program. The bill also
requires the director of the IDDC to work with the IDOA to investigate the potential for establishing
coworking spaces. The bill states that applications may be accepted in FY 2022. The additional funds and
resources required could be supplied through existing staff and resources currently being used in another
program or with new appropriations. Ultimately, the source of funds and resources required to satisfy the
requirements of this bill will depend on legislative and administrative actions.
IDOA: The bill requires the IDOA to examine the potential for establishing coworking spaces to be used by

remote workers, examine the feasibility of and potential funding for coworking spaces, and report on the
findings. The bill’s requirements will increase workload at IDOA; but it should be able to be implemented
with no additional appropriations, assuming near customary agency staffing and resource levels.
Additional Information - The Remote Worker Grant Program will award grants of up to $5,000 for
individuals earning gross annual income of $100,000 or less and up to $8,500 for individuals earning gross
annual income greater than $100,000. The bill is silent on how the grant program will be funded.
