Summary of Legislation: Counting of Straight Ticket Votes– The bill provides that the rules in existence
for counting straight ticket votes apply to ballots cast on electronic voting systems and that the current rules
apply to paper ballots and optical scan ballots.
Entering of Election Results– The bill requires the county election board to begin entering unofficial results
canvassed by the county election board into the computerized list for statewide and legislative offices
beginning at 8 p.m. on election night and continuing at stated intervals through the day after election day
until the entry of unofficial results is completed.
Effective Date: July 1, 2021; July 1, 2022.

Explanation of Local Expenditures: Counting of Straight Ticket Votes– This provision may require county
election boards to train election day workers on the counting of straight ticket votes in order to achieve full
implementation. Any software changes on existing voting systems in order to accommodate the change would
likely have a negligible impact on local expenditures.
Entering of Election Results– County election boards would likely be able to comply with this provision with
their existing staffing and resource levels.
