Summary of Legislation: This bill provides that the Bureau of Motor Vehicles (BMV) shall provide a link
to the Department of Natural Resources (DNR) web site for access to permits issued by the DNR.
Effective Date: July 1, 2021.
Explanation of State Expenditures: The bill’s requirements should be able to be implemented with no
additional appropriations, assuming near customary BMV staffing and resource levels.
Explanation of State Revenues: Summary - By allowing individuals to purchase a DNR permit for state
parks through a link available on the BMV’s website, this bill could increase DNR revenue. Increases in
revenue are indeterminable.
Additional Information - Current permits offered online by the DNR for state parks include the Golden
Hoosier Passport, Annual Park Entrance Permit, Nonresident Annual Park Entrance Permit, Annual Horse
Tag, Nonmotorized Lake Permit, Motorized Lake Permit, and Off-Road Cycling. For FY 2020, the DNR
received approximately $12.9 M in funding from park entrance and admission fees, which includes these
permits.
