Summary of Legislation: The bill permits a voter to register at the polls by completing a voter registration
form and an affirmation that the person has not voted elsewhere in the election and by providing proof of
residence. The bill provides that the voter registration period in a general or municipal election continues up
until the day before the general or municipal election. (Current law provides that the registration period in
a general or municipal election ceases on the twenty-ninth day before a general or municipal election is
conducted.)
Effective Date: July 1, 2021.
Explanation of State Expenditures: The Election Commission would be required to prescribe voter
corroboration and affirmation forms as required under the bill. The Election Commission would be able to
prescribe the forms as a routine matter of business. Typically, election form changes are handled by the
Commission on Public Records and placed on their website if not in conjunction with the Election Division
via the Secretary of State’s website.
The Election Division would prescribe a standardized coding system to classify documents (for proof of
residence) into the county voter registration system. The Election Division’s computer vendor may be
utilized to prescribe the coding system. The cost would depend on the needed changes and the current
vendor’s hourly rate.
The Division would also be relieved of some administrative responsibilities were voter registration to
continue until election day. (Currently, registration forms forwarded by the Election Division to county voter
registration offices are marked “Late Registration” by the Division if the registration form was received after

the deadline specified under current law. Not marking registrations as late may save some administrative time
for the Election Division to pursue other business matters.
Explanation of State Revenues:
Explanation of Local Expenditures: This bill may require additional administrative time for precinct
election officers to process the additional administrative work that election day registration would generate.
Counties with optical scan voting systems may need to have additional paper ballots on hand in order to meet
any additional walk-up registration demand. All counties may need additional provisional ballots as well.
Extending the voter registration deadline to the day before election day would likely have an increased
administrative impact on county voter registration offices. Therefore, volunteers and/or temporary staff may
need to be retained longer in order to accommodate any additional registrations received.
