Summary of Legislation: This bill extends by three years the expiration date of the statute under which the
Department of Education may issue emergency communication disorder permits.
Effective Date: Upon passage.
Explanation of State Expenditures: The Department of Education (DOE) will continue to have its existing
workload to process emergency communication disorder permit applications. These permits allow students
enrolled in graduate communication disorders programs to provide speech and language services to eligible
students under the federal Individuals with Disabilities Education Improvement Act. State and federal funds
administered by DOE for special education may continue to be used by school corporations for services
provided under emergency communication disorder permits. However, the bill will not impact overall DOE
expenditures.
Explanation of State Revenues:
Explanation of Local Expenditures: The bill would continue school corporations’ ability to hire an
individual to provide speech-language services under an emergency permit while the individual works
towards a graduate degree in communication disorders. Any impact on school corporation expenditures will
depend upon hiring decisions made by public schools.
