Summary of Legislation: The bill provides that the board of directors of a conservancy district may file a
petition with the court to add two members on the board to represent the district at large. It provides that if
a district that was merged has added at-large directors to the board, the court shall appoint two directors on
the initial board to represent the district at large.
Effective Date: July 1, 2021.

Explanation of Local Expenditures: Expenditures for a conservancy district could increase if the court
approves the addition of two at-large directors to their board, as the law allows for certain compensation and
travel expense reimbursement for directors on conservancy district boards.
Circuit courts may experience a minimal increase in workload to address a petition from a conservancy
district requesting to add two at-large directors to their board.
