Summary of Legislation: The bill requires an improvement location permit to be issued for a structure that
conforms to the municipal or county zoning ordinance but shares a parcel with a legal, nonconforming
structure.
Effective Date: July 1, 2021.

Explanation of Local Revenues: The bill requires an improvement location permit to be issued for a
structure that conforms to the municipal or county zoning ordinance but shares a parcel with a legal,
nonconforming structure. Revenues could minimally increase from permit fees if advisory plan commissions
are required to issue these permits.
Additional Information: "Advisory plan commission" means a municipal plan commission, a county plan
commission, or a metropolitan plan commission, but does not include the metropolitan development
commission established in Vanderburgh or Delaware Counties.
