State disaster emergencies. Provides that the governor may not renew a disaster emergency more than once without authorization by the general assembly. Specifies that the general assembly may adopt a concurrent resolution to authorize the governor to extend a disaster emergency, and permits the general assembly to limit, restrict, or qualify the governor's power to issue certain orders. Provides that if the governor calls a special session to obtain authorization to extend a disaster emergency, the special session may only consider legislation directly concerned with the disaster emergency. Specifies that the violation of certain orders is not a criminal offense. Authorizes local health officers to close specific churches and schools under certain circumstances.
