Summary of Legislation: This bill requires a law enforcement officer serving a search or arrest warrant at
a person's home to knock and announce before forcibly executing the warrant. It also makes conforming
amendments.
Effective Date: July 1, 2021.
Explanation of State Expenditures: This bill will require law enforcement agencies and training entities
to modify current training programs and standard operating procedures. These changes are within each
agency’s routine administrative functions and should be able to be implemented with no additional
appropriations, assuming near customary agency staffing and resource levels.
