Summary of Legislation: This bill provides that a massage therapist who is licensed, certified, or registered
in another state may receive an Indiana license by endorsement if the other state's credentialing standards
are substantially equivalent to or exceed the credentialing standards in effect in Indiana at the time that the
individual's license, certification, or registration was granted in the other state.
Effective Date: Upon passage.
Explanation of State Expenditures: The bill may result in a small increase in workload for the Professional
Licensing Agency (PLA) and State Board of Massage Therapy to amend existing rules and forms to conform
with the bill’s certification endorsement criteria. These actions are within PLA and the Board’s routine
administrative functions and should be able to be implemented with no additional appropriations.
Explanation of State Revenues: If additional massage therapists are able to obtain certification by
endorsement as a result of the bill’s changes to endorsement criteria, the Board will collect additional
revenue from certification fees. Massage therapist certification fees are $100 for initial applications and $150
for quadrennial renewal, deposited in the General Fund.
