Summary of Legislation: The bill requires that a vote center county must establish at least one vote center
in each municipality located in the county.
Effective Date: July 1, 2021.

Explanation of Local Expenditures: Summary– This provision could potentially increase aggregate local
expenditures by approximately $191,000 to $1.2 M in existing vote center counties and by a further $1 M
to $6.4 M, if all remaining counties that are currently not vote center counties became vote center counties
at some point after the effective date of the bill. This is based on an estimated net increase of about 234
additional vote centers to insure every municipality in the state had at least one vote center in addition to the
total number that must be established under current law (one per 10,000 active voters).
Yet, several counties that have already adopted vote centers have established more vote centers than the
10,000 voter threshold minimum requires. So the actual impact to expenditures in existing vote center
counties will depend on the total number of vote centers established beyond the number each county
originally established in their vote center plan under current law. Actual expenditures will depend on the
decisions made in each individual vote center county.
Additional Information– Several existing vote center counties have enough vote centers already established

to not require any additional vote centers, assuming the existing centers were relocated, if necessary, to
insure each municipality has at least one vote center. Fifteen current vote center counties would need
approximately 56 more vote centers in aggregate to achieve the requirements of the bill. This additional
expenditure is estimated to range from $191,000 to $1.2 M.
