Summary of Legislation: This bill provides that the Bureau of Motor Vehicles (BMV) shall place an identifying
symbol on certain driver's licenses, permits, and identification cards to indicate the use of a service animal due to a
person's disability.
Effective Date: July 1, 2021.
Explanation of State Expenditures: This bill is expected to increase one-time BMV Commission Fund expenditures
by approximately $7,200 in the latter months of FY 2021 to update computer software to provide credentials with
a service animal identifying symbol. Additionally, the new designation could increase BMV workload to process
requests for amended credentials. Increases in BMV Commission Fund expenditures and workload are expected to
be offset with the collection of amended credential fees.
Explanation of State Revenues: By offering a service animal designation on credentials issued by the BMV, this
bill could increase the number of people who request an amended credential before their current credential is set to
expire. As a result, revenue the BMV receives from amended credential fees could increase. The distribution of these
fees is included in the following table.

Explanation of Local Revenues: Increases in amended credential fees could increase revenue local units of
government receive from amounts forwarded to the Motor Vehicle Highway Account (MVHA). Local units of
government receive approximately 37% of revenue forwarded to the MVHA.
