STATEMENT OF PURPOSE
RS31573 / S1392
This bill restores public charter school facility funds, which were inadvertently reduced by the passage of H.
292 in 2023. It sets the minimum at $400 per student. From FY 2021 to FY 2023, the per-pupil amount
fluctuated between $389 and $422 per student. This is not intended to increase funding; it simply puts the
schools in approximately the same positions they were in before. Additionally, it specifies that future virtual
charter schools and school districts that authorize virtual charter schools are not eligible for these funds.
FISCAL NOTE
For FY 2024, public charter schools facilities funding was appropriated during the first session of the 67th
regular legislature (2023) at an amount of $13,204,900. There are approximately 32,000 students in Idaho’s
public charter schools. If they have a 95% average daily attendance (which is high) then the anticipated cost
would be $12,160,000, which is less than the FY24 appropriated amount.
