STATEMENT OF PURPOSE
RS31220 / S1323
This legislation clarifies that the jurisdiction of the Idaho Public Utilities Commission does not include
corporations or others owning, controlling, or operating a water system which delivers water to a single
entity that is not subject to regulation by the Commission. It also confirms that homeowners associations,
cooperative associations and water districts are not subject to regulation by the Commission.
FISCAL NOTE
The legislation would result in a reduction in the Idaho Public Utilities Commission’s costs associated with
investigating, conducting formal proceedings, and potentially regulating water companies that deliver water
to a single entity that is not subject to regulation by the Commission. The legislation would also reduce the
regulatory burden and associated costs on small water user entities that have not historically been regulated by
the Commission.
