STATEMENT OF PURPOSE

This is a trailer bill to H138, which consolidates the March presidential primary with the May primary election
date. This legislation clarifies that one of the purposes of the primary election is to allow voters to express their
choice of candidate for nomination by a political party for president, provides related nomination and filing
requirements, and requires the Secretary of State to certify to the state chair of each political party the number
of votes received by candidates for president.
FISCAL NOTE
In fiscal years 2016 and 2020, the presidential primary election cost the State $1,945,500 and $2,067,300,
respectively. Based on the FY 2020 actual costs, plus an increase due to population growth and inflated costs
for elections-related supplies, the presidential primary election will cost the State $2,500,000 in FY 2024.
Additionally, an audit of the presidential primary election is required under Idaho Code Section 1203A. The
audit is $200,000. Therefore, there is a minimum $2,700,000 savings to the General Fund every four years as
a result of this legislation.
