STATEMENT OF PURPOSE

Recreation is Idaho’s third largest industry. Access to hunting, fishing, motorized trails, hiking and all other
forms of recreation is vital to the economy and outdoor culture of Idaho. Current laws to prevent individuals
from communications that public grounds are private, or from physically blocking access to public grounds,
to unenforced due to resource constraints of enforcement authorities. This legislation adds a civil remedy to
address violations of intentional access obstruction, to ensure public access while addressing law enforcement
constraints.
FISCAL NOTE
There would be no impact to the state General Fund; this simply adds a civil remedy to existing criminal code
with no cost, and potential cost savings to counties.
