STATEMENT OF PURPOSE

This legislation amends House Rules #6, #8, #10, and #17. Rule #6: Bills presented to the Chief Clerk for
introduction will receive the designation of informational bills with an associated bill number and remain in the
Office of the Chief Clerk. Each member will have the option of introducing three (3) informational bills per
legislative session. Rule #8: Clarifies the designation of an informational bill per Rule #6. Rule #10: Clarifies
that the referring of informational bills comes from Rule #6. Rule #17: Clarifies that informational bills are not
subject to call from the House floor.
FISCAL NOTE
This legislation will place a cap on the total legislative expense for informational bills per session. Cost per
bill varies based on the time and research required to produce each bill. The FY23 budget for the Legislative
Services Office is $10,152,100, which includes personal and operational expenses for Research and Legislation,
the division responsible for bill research and drafting.
