STATEMENT OF PURPOSE

This legislation is intended to protect the community from predatorial sexual offenders by taking them out of
Idaho communities for a determined amount of time via incarceration after convicted of listed sexual crime(s).
FISCAL NOTE
5-Year Minimum
Based on information obtained from Idaho Department of Corrections, the estimated fiscal impact would be an
annual increase of $5,708,900 for the State Prisons (IDOC). There may be a fiscal impact to the county jails
with the 90-day minimum.
IDOC pulled the number of people convicted for these crimes that were released prior to five years, on a rider,
or went directly on probation and came up with 166. The 106 was multiplied by the 2021 average cost per bed
of $79.80. (166*79.80*365= $4,835,100).
Cost of Failure to Register:
IDOC estimated 30 per-year on the failure to register multiplied by the average cost per bed in 2021 of $79.80.
(30*79.80*365= $873,800)
