STATEMENT OF PURPOSE
RS29212 / S1231
This legislation repeals legislative intent language from H312 (2015) that required local highway districts and
other jurisdictions to report annually to the legislature how they spent the funds distributed as part of the
enactment of H312. This reporting requirement has become an administrative burden for local jurisdictions
and the monetary amounts to distribute to some jurisdictions are so small that the report has little value to the
legislature. Local highway districts are still required to report expenditures per Idaho Code 40-708.
FISCAL NOTE
There is no fiscal impact to the state general fund or any state dedicated funds. There will be a positive fiscal
impact to local jurisdictions and to the Local Highway Technical Assistance Council as they will no longer
have to dedicate staff time to fulfilling this cumbersome reporting requirement.
