STATEMENT OF PURPOSE

Under current Idaho code, voters in the four recognized political parties who want to change to a different
party or become unaffiliated, must do so by the candidate filing deadline prior to the primary election. Those
already in the unaffiliated category, however, are currently able to change their affiliation at any time, up to and
including the primary election day. This bill changes the rule for unaffiliated voters. If they wish to change
affiliation, they must do so by the candidate filing deadline prior to the primary election just like all the other
voters.
FISCAL NOTE
This change in the deadline for unaffiliated voters will save time for poll workers on Election Day by not having
to record any change of affiliation at the polls. Notice of this new deadline date for unaffiliated voters may be
sent out in the pre-election mailings routinely sent by the elections offices. It is also an option for the Secretary
of State to fund a separate mailing to all unaffiliated voters.
