STATEMENT OF PURPOSE

Article III Section 22 states “No act shall take effect until sixty days from the end of the session at which the
same shall have been passed, except in case of emergency, which emergency shall be declared in the preamble
or in the body of the law. Consequently, if the legislative session extends beyond May 2nd, the effective dates
of all legislation that does not have an emergency clause will be delayed.
This legislation ensures that all legislation passed and signed by the governor or allowed to become law by the
governor without his signature, that does not have an emergency clause, will become effective on July 1, 2021.
FISCAL NOTE
There will be no fiscal impact to state or local governments if this legislation passes because it does not create
or expand any programs and does not require the expenditure of any funds. However, failure to enact this
legislation and thereby delaying the effective dates of all legislation passed this year would have incalculable
consequences fiscally.
