STATEMENT OF PURPOSE

The purpose of this bill is to improve voting integrity consistently across counties and legislative districts,
increase confidence in Idaho’s election results, and provide an auditing process led by the Secretary of State for
examining the validity of affidavits signed by those who vote without any photo ID. Revisions include requiring
a driver’s license, state-issued photo ID or a tribal ID card with physical address for new voter registrations. For
those Idahoans who do not have a driver’s license, a state-issued ID card or a tribal card with physical address
on it, there will be an allowance for US passport, current drivers license from another state, current higher
education ID with DOB, military ID or tribal ID without physical address. Any one of the afore mentioned
identification forms will be required to have along with the ID portion, something to verify that they do reside
within the precinct in which they will be voting - a list of acceptable forms are established in this bill. Citizenship
will be determined by State issued ID or the last four of the social security number and then cross referenced
by the county clerks.
FISCAL NOTE
There is no fiscal impact to the general fund for this legislation.
