STATEMENT OF PURPOSE

This legislation provides for the establishment of the Sage Grouse Preservation Program for the purpose of
showing that sage grouse may be successfully captive raised and as a result populations can be increased. This
new section provides for the Idaho Department of Fish and Game to oversee the certification of persons or
entities wishing to participate in conjunction with the University of Idaho and other research facilities in the
Sage Grouse Preservation Program. It provides for the University of Idaho to establish the best practices for the
program, including any actions taken to obtain sage grouse or to release or to re-introduce them into the wild in
coordination with the Idaho Department of Fish and Game. It provides a mechanism for future funding and the
conditions under which sage grouse may become the private property of bird farmers after the wild population
has been successfully supplemented. It provides a requirement for regular review and evaluation.
FISCAL NOTE
There will be no impact to the State General Fund. The Fish and Game department’s dedicated fund would
be minimally impacted with a negative impact for the administration of certification and a positive impact if
revenue sources are identified and a fund is created to support the program.
