STATEMENT OF PURPOSE
RS28457 / H0141
Establishes that any contracts between any Idaho agencies and all Idaho public institutions of higher education
must be awarded on a competitive basis.
FISCAL NOTE
Based on feedback from BSU, ISU, LCSC, and UI, 262 contracts for services were executed with 41 distinct
state agencies in FY 2019 and FY 2020, valued at $32,731,400. These contracts included agencies of all sizes
from large departments (e.g. Idaho Departments of Transportation, Health and Welfare) to small commissions
and offices (e.g. Idaho Wheat Commission, Idaho STEM Action Center). There will be some cost to the
Idaho Agencies for putting the contracts out to a competitive bid between the Idaho public institutions of
higher education that is not measurable. There may also be savings from increased competition that is also
not measurable.
