STATEMENT OF PURPOSE

This legislation amends the Transportation Expansion and Congestion Mitigation (TECM) Program, found in
Idaho Code Section 40-720, to provide for additional funds for Idaho’s roads and bridges. It increases the 1%
sales tax already used to bond for TECM projects to 3%, but not less than $45 million, for bonding purposes. It
also allows for local governments to participate in bonding for projects. Finally, it increases the fees for issuing
automobile titles for use on local transportation systems.
FISCAL NOTE
This legislation provides that not less than $45 million dollars of the 3% received from sales tax be distributed
to the TECM fund. The Idaho Transportation Department has the ability to bond approximately $450 million to
$900 million depending on duration of bonding and the unencumbered amount in the TECM fund. The bonding
mechanism does not require a tax increase. An additional $28 dollars from each automobile title issuance, but
not less than $15 million dollars, shall be appropriated to local governments for local roads and bridges.
