STATEMENT OF PURPOSE
RS28386 / S1085
This legislation prohibits abortion procedures when a fetal heartbeat can be detected, with the exceptions
included for rape, incest, and life of the mother. A detectable heartbeat is the indicator, in law and medical
practice, as a sign of life. This legislation becomes effective upon the issuance of any decision upholding a
restriction or ban on abortion of a preborn child with a hearbeat by any United States appellate court.
FISCAL NOTE
This legislation has no fiscal impact.There is no anticipated fiscal impact to the State or general fund because this
law would become effective upon future appellate court action in other states and would not require expenditure
of State funds.
