STATEMENT OF PURPOSE

The proposed legislation provides college and university students an opt-out or opt-in option for the payment
of certain student fees. This legislation ensures student tuition and fees for academic years 2021-2022 and
2022-2023 for resident and non-resident students remains the same or lower than they were as of December 31,
2020. This legislation allows every individual college and university student to choose which student fees they
want to pay. Fees for health and wellness center facilities, campus safety, a career center, building construction,
information technology, intercollegiate athletics, special services and facilities for individuals with disabilities,
and the required courses for the degree or certification a student is seeking will continue to be mandatory.
Reducing student fees and tuition will increase the affordability of colleges and universities to help students
graduate earlier and get the training they need to enter the workforce.
FISCAL NOTE
A University of Idaho student who chooses to opt-out of all optional fees could save a maximum of $590.34 in
2021. A Idaho State University student who chooses to opt-out of all optional fees could save a maximum of
$741.18 in 2021. A Lewis Clark State College student who chooses to opt-out of all optional fees could save a
maximum of $482.50 in 2021. A Boise State University student who chooses to opt-out of all optional fees could
save a maximum of $505.60 in 2021. This legislation will have a minimum impact on colleges and university of
$0.00. The maximum fiscal impact each institution could face if all students, based on the 2020 Fall Semester
Academic Enrollment Full Time Equivalent in the Legislative Budget Book, chose to opt-out of all optional
fees is the following: Boise State University: $8,571,436.80 Lewis Clark State College: $1,137,252.50 Idaho
State University: $6,091,017.24 University of Idaho: $5,088,140.46
