STATEMENT OF PURPOSE

This bill intends to streamline efficiencies and cut bureaucratic red tape in the administration of the IDPR
user certificate programs for OHVs amd Snowmobiles. It creates no new fees, raises no existing fees, and
reduces the program administration costs. It eliminates any requirement that IDPR collect vehicle-specific
data, a time-consuming process that is prone to data entry error and consumes too much staff and vendor time.
This bill will make the pay-to-play sticker program administered by IDPR simpler, more efficient, and less
costly to administer. It also directs IDPR to begin providing multiple-year stickers for OHVs and snowmobiles
which will further aid in reducing administrative expense. Technical corrections are made throughout chapter
71, Title 67, to make code easier to read and identify applicable sections. Clarifies that accidents involving
property damage only need to be reported if the damage is to property other than the operator's property.
FISCAL NOTE
No impact to the general fund. No impact to a dedicated fund. Expected reduction in IDPR administration
costs and labor.
