STATEMENT OF PURPOSE

This bill would add one new district judge position with resident chambers in Canyon County, beginning
October 1, 2021. The last two new district judge positions in the Third Judicial District were created in 2013
and 2006 respectively. Population estimates for Canyon County show an increase of 22% from 2013 to 2020,
and the region continues to grow. In state fiscal year 2020, although the average number of filings per active
district judge in the state was 331, in the Third Judicial District it was 373. Since the last district judge was
added in 2013, felony filings in the Third Judicial District have averaged an increase of 2% year over year.
The judiciary has been able to keep pace with the corresponding growth in court calendars by the use of senior
judges and by having active judges assigned to cases in districts other than their own when required. However,
the sustained increases in felony cases and population now necessitate the addition of a district judge to address
the workload.
FISCAL NOTE
The cost for Fiscal Year 2022, including salary and benefits for the district judge position and other costs,
including the salary and benefits for a court reporter as required by section 1-1101, Idaho Code, will total
approximately $273,700 in general funds since the start date for these positions will be October 1, 2021.
