STATEMENT OF PURPOSE

This bill reimburses the Department of Agriculture for prior fiscal year costs to survey and control pests on
state and private lands. Idaho Code authorizes the use of deficiency warrants under certain circumstances. The
agencies pay the bills and return to the Legislature during the next legislative session for the cash to reimburse
those costs.
FISCAL NOTE
This bill transfers a total of $279,000 from the General Fund to the Pest Control Deficiency Fund for fiscal
year 2021. The Idaho Department of Agriculture issued deficiency warrants that included $21,000 for exotic
pest monitoring, $182,000 for Mormon Cricket abatement, and $76,000 for Japanese Beetle treatment. As a
result, the Joint Finance-Appropriations Committee approved $279,000 from the General Fund to transfer into
the Pest Control Deficiency Fund. These are the actual costs incurred by the department in FY 2020.
