STATEMENT OF PURPOSE
RS28156 / S1006
The purpose of this legislation is to consolidate the current statutory requirements for literacy intervention
into a single chapter and to update provisions in alignment with the Task Force recommendation for focusing
more on the importance of having every student reading at grade level by the end of grade 3. , including,
expanding the importance of literacy intervention in the existing continuous improvement requirements and
access to state data on literacy performance. The majority of the amendments are accomplished through the
movement of language from existing sections of code to a new chapter; additional changes include expansion
of the programs who are eligible to participate in the request for approval process established in the current
section 33-1616, Idaho Code, and the Approved Vendor List.
FISCAL NOTE
There would be no fiscal impact. Funding is currently appropriated for the purpose of increasing literacy
intervention for students in kindergarten through grade 3. Including expanding the importance of literacy
intervention in the existing continuous improvement requirements and access to state data on literacy
performance.
