STATEMENT OF PURPOSE
RS27920 / H0623
This legislation brings back the “surplus eliminator” mechanism for directing end-of-year surplus funds to the
budget stabilization fund (50%) and the highway distribution account (50%).
FISCAL NOTE
The surplus eliminator will vary from year to year but between 2015 and 2018 it ranged between $12.8 million
and $120.6 million. These amounts will be divided equally between the Budget Stabilization Fund and the
Highway Distribution Account and impact the General Fund by reducing the bottom line.
