STATEMENT OF PURPOSE

Owners of 5,000 or more acres of forest land pay taxes according to a complex formula developed by the
Committee on Forestland Taxation Methodology. One variable in the formula is productivity classification,
which measures how good the soil on a particular parcel is for growing trees. This bill would limit changes to a
parcel’s productivity classification. Additionally, it would simplify the complex formula by indexing forest land
values to average changes in stumpage values, encouraging greater transparency and predictability. Finally, it
would place language detailing implementation of the methodology, which has been in administrative rule, into
statute
FISCAL NOTE
This bill does not require any new or additional funding. Limiting changes to productivity classifications and
simplifying the forest land valuation methodology may result in cost savings to counties
