STATEMENT OF PURPOSE

The purpose of this legislation is to continue to provide work and employment opportunities for individuals
with significant disabilities. These community-based services known as Extended Employment Services were
created and codified by the Idaho Legislature in 1978. This new chapter places these services under the direction
and administration of the Idaho Department of Health and Welfare. The majority of state services provided the
eligible population defined in this statute are provided by the Department of Health and Welfare. Consolidating
the extended employment program with these existing services provides greater efficiency, consistency and
quality outcomes for persons served. The Statute is consistent and based on 47.01.02 Rules and Minimum
Standards Governing Extended Employment Services as modified by House Concurrent Resolution Number
18.
FISCAL NOTE
This legislation would require transferring the associated funding in the Extended Employment Services
program from Vocational Rehabilitation to the Department of Health & Welfare for a net zero impact.
