STATEMENT OF PURPOSE
RS27791 / S1352
This is an FY 2020 supplemental appropriation bill for the Department of Health and Welfare for the Child
Welfare Division.
The bill provides onetime funding for the remaining three months of system development for the new child
welfare case management system. Last legislative session, these funds were intentionally withheld to ensure
that the system was progressing in a manner that would meet the needs of the children in foster care and for
staff that work with those kids. The bill also provides additional ongoing funding to account for increasing
costs for children in congregate care, foster care, and adoptions.
FISCAL NOTE
For the child welfare case management system replacement, the bill provides $1,438,000 from the dedicated
Technology Infrastructure Stabilization Fund and $1,438,000 in matching federal funds.
For the Foster and Assistance Payments Program, the bill provides an additional $2,946,800 from the
Cooperative Welfare (General) Fund and $2,946,800 in matching federal funds. The bill also reduces the
appropriation for the program by $555,600 in dedicated receipts due to a lack of revenue from the Cooperative
Welfare (Dedicated) Fund.
The total fiscal impact of this bill is a net increase of $8,214,000 from all fund sources.
