STATEMENT OF PURPOSE
RS27712 / S1348
This bill strengthens our state's efforts to combat opioid misuse by enhancing use of the prescription drug
monitoring program (PDMP), requiring a check prior to writing a prescription for opioids or benzodiazepines,
with certain exemptions. Prescribers are currently required to register with the PDMP in order to maintain a
controlled substance registration, but are not required to check the system. PDMP usage data shows that the
top 100 prescribers, on average, check the system around 37% of the time. This number has been consistent
for the last 2 years. Regular checks of the PDMP are a best management practice nationwide and can help curb
prescription misuse. This bill is a result of recommendations from the Governor's Opioid and Substance Use
Disorder Advisory Group and part of the 2017 Idaho Opioid Misuse and Overdose Strategic Plan.
FISCAL NOTE
There is no fiscal impact of this legislation as the PDMP is already established and accessible to qualified
registrants. Additionally, the Board of Pharmacy is already providing funding through a federal grant to medical
providers to for a software program that integrates PDMP data into computer workflows, known as Gateway
by Appriss.
