STATEMENT OF PURPOSE

This is an FY 2020 supplemental appropriation bill for the Department of Correction. It provides $20,172,300
for population-driven costs to realign the department's budget to reflect updated offender forecasts, bed
utilization counts, and per diem amounts. It also provides $55,700 to pay for a common fare no-touch menu
at the Correctional Alternative Placement (CAP) facility. Further, it provides $3,171,500 to comply with the
National Commission on Correctional Health Care's (NCCHC's) audit recommendations. Lastly, it provides
$245,100 for the State Criminal Alien Assistance Program (SCAAP) grant.
FISCAL NOTE
This bill provides an additional appropriation of $23,644,600 in operating expenditures to the Department of
Correction for FY 2020. Of the total amount, $23,399,500 is from the General Fund and $245,100 is from the
Federal Grant Fund. Of the total amount from the General Fund, $1,934,500 is onetime and $21,465,000 is
ongoing. All $245,100 from the Federal Grant Fund is ongoing. By program, $15,251,500 is for the County and
Out-of-State Placement Program; $302,400 is for the Correctional Alternative Placement Program; $7,845,600
is for the Medical Services Program; and $245,100 is for the Prisons Administration Program.
