STATEMENT OF PURPOSE
RS27438 / S1308
This legislation will bring Idaho Statute into compliance with federal regulation (Title 21 Federal Food, Drug
and Cosmetic Act), which was signed into law by President Donald Trump in December 2019, changing the
legal age to purchase tobacco products from 18 years old to 21 years old.
FISCAL NOTE
There is no anticipated additional cost to the State of Idaho for enforcement of this legislation. This change does
not increase compliance, enforcement, and inspection activities or costs, it simply changes the age requirements
that the inspections will observe.
