STATEMENT OF PURPOSE

Presently there are properties that do not pay property taxes on real estate or buildings because these properties
are leasing or using government property. This Resolution proposes a Constitutional Amendment that will
permit legislation to bring into the property tax pool government properties which are being leased by third
parties. This Constitutional Amendment requires that any new revenue resulting from the taxation of this public
property must be used to for the sole purpose of reducing proportionately the levy rates upon all properties in
the affected taxing district.
FISCAL NOTE
The Secretary of State's Office has said there is a cost of around $200,000 to place this on the ballot for voter
approval which may be shared with any other Constitutional Amendments on the ballot. Historically, the
Secretary of State receives a biennial appropriation of $300,000 to cover the costs of ballot measures.
