STATEMENT OF PURPOSE
RS27246 / H0419
Consistent with the Governor's Licensing Freedom Act, this bill aims to implement recommendations identified
by the Board of Morticians' report regarding education. The bill also proposes to remove the secretary position
from the board as it is outdated, fully merge fee setting authority into board rule, and add failed inspections as a
potential ground for discipline. Additionally, the proposal includes moving the individual licensing requirement
for a certificate authority from individuals to establishments with the resident mortician being responsible
for the certificate. This change would benefit consumers and centralize reporting requirements for licensees.
The proposal would include a time frame to allow for the transition of the certificates from individuals to the
establishments.
FISCAL NOTE
There is no impact to the General Fund, because the board operates solely on dedicated funds. There is no
impact to the Bureau of Occupational Licenses dedicated fund since the proposed legislation will not alter the
number of board meetings held each year, require more services be provided to the board, or change any fee
schedules.
