STATEMENT OF PURPOSE

This proposed legislation aims to make fine tune changes to the 2018 Barbers and Cosmetologist Act. Consistent
with the Red Tape Reduction Act and the Licensing Freedom Act, this bill will streamline requirements by
reducing redundancy, expanding apprenticeship opportunities, and removing the haircutter license. This bill
will also create a charitable works exception and add an exemption allowing visual arts participants to perform
barber-styling or cosmetology services.
FISCAL NOTE
There is no impact to the General Fund, because the board operates solely on dedicated funds. There is no
impact to the Bureau of Occupational Licenses dedicated fund since the proposed legislation will not alter the
number of board meetings held each year, require more services be provided to the board, or change any fee
schedules.
