STATEMENT OF PURPOSE

The purpose of this legislation is to provide timely notification to lienholders when a vehicle has been
towed from private or posted property, stored or impounded, and not recovered by the vehicle owner within
seventy-two (72) hours, excluding weekends and holidays. The notice provided in the legislation will enable
the lienholder to work proactively with the owner to resolve payment to recover the vehicle or to reclaim the
vehicle directly to ensure overly burdensome fees are not incurred and imposed on the vehicle, which can
decrease the vehicle's value and potentially cause a complete loss to the lienholder.
FISCAL NOTE
There will be no fiscal impact to the General Fund associated with this proposed legislation. The provisions
of this proposed legislation specifically relate to private towing activities and would not require additional
resources by the Idaho Department of Transportation or Idaho law enforcement agencies.
