STATEMENT OF PURPOSE

This bill adds two subsections to Idaho Code 18-1506B, which was created in 2019 to criminalize the practice
of female genital mutilation of a child. The first new subsection in this bill makes it a crime to knowingly
give permission to permit female genital mutilation of a child. The second new subsection makes it a crime
to knowingly remove or facilitate the removal of a child from the state in order to effectuate female genital
mutilation.
This bill also adds female genital mutilation of a child to the list of crimes eligible for the $5,000 fine for crimes
of violence in Idaho Code 19-5307.
FISCAL NOTE
This legislation has no fiscal impact to the general fund, or other state funds, or any local government budgets.
The cost associated with the bill would be negligible, as it would not require any additional judges.
