STATEMENT OF PURPOSE

The Lottery is proposing revision to multiple statutes in the Bingo and Raffles Act primarily for clarification
purposes in an effort to make charitable gaming laws and requirements easier to find and understand. These
revisions were proposed by the Bingo Raffle Advisory Board to the Idaho State Lottery Commission which
approved the recommendations. The statutes are disorganized in some areas and not always intuitively
ordered, making it difficult for current and prospective charitable licensees to find, read, understand and
follow. In an effort to render them easier to find, understand and follow, the Lottery proposes various
reordering, restructuring and renumbering revisions, including removal of redundant language. There are also
certain substantive changes such as requiring nonprofit organizations to be in existence for a year as bona
fide charitable organizations must, and providing a time period during which raffles must end and winners be
drawn. There is a proposed elimination of the six (6) districts of the bingo-raffle advisory board, a reduction
from six (6) members of the board to five (5) at-large members, and a change requiring mandatory meetings
of the bingo-raffle advisory board to be two (2) times per year, rather than three (3).
FISCAL NOTE
There will be no fiscal impact to the state, other than cost-savings resulting from limiting bingo-raffle advisory
board meetings to two (2) mandatory meetings per year instead of requiring three (3) and from the reduction
of the number of board members from six (6) to five (5).
