STATEMENT OF PURPOSE

This is a supplemental appropriation bill for the Domestic Violence Council and the Developmental Disabilities
Council for FY 2020.
For the Domestic Violence Council, the bill provides an additional $1,600,000 from the federal Crime Victim
Fund as part of the Victims of Crime Act (VOCA) awards. This includes $500,000 to purchase, operate, and
maintain a grant management system and $1,100,000 for additional trustee and benefit payment distributions
for domestic violence victims in Idaho.
For the Developmental Disabilities Council, the bill provides an additional $61,600 in onetime federal
funds from the Administration for Community Living. This grant will assist the council with developing a
test-model approach that enhances the quality and effectiveness of home and community-based services for
people with disabilities, ultimately helping more individuals to remain in the community instead receiving
care in an institution.
FISCAL NOTE
The bill provides an additional $1,661,600 in federal funds for the Independent Councils in the Department of
Health and Welfare.
