STATEMENT OF PURPOSE

This is the FY 2020 original appropriation bill for the seven Public Health Districts. It appropriates a total
of $10,656,800. There is no full-time equivalent positions cap, as Health District employees are not state
employees.
For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per
eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily
reduces the rate agencies pay the Division of Human Resources for its services. Inflationary adjustments
include $10,200 for medical inflation costs. For statewide cost allocation, $22,500 is provided. The bill also
provides funding for the equivalent of a 3% change in employee compensation for permanent employees,
with a minimum increase of $550 for each employee and the remaining amount to be distributed based on
merit. Funding for a 3% upward shift in the compensation schedule is also included.
The bill funds two line items, which provide $119,400 for a onetime pilot project for improved health
transformations in Health Districts 3 and 4 in southwest Idaho. Based on results of the pilot, it is anticipated
that other health districts will participate in a pilot in other districts. The second line item provides $104,500
from the General Fund for the ongoing operations of the Citizen Review Panels that were established with
S1341 of 2018.
