STATEMENT OF PURPOSE

This legislation is the work product of the Campaign Finance Committee.
The purpose of this legislation is to bring transparency and Sunshine into all elections in Idaho. Promotion
of openness and public confidence by those giving financial support to election campaigns and those
promoting or opposing legislation or attempting to influence legislative, executive or administrative actions
for compensation are required to file financial disclosures with the Office of the Secretary of State to be
entered into the Campaign Finance database. This legislation will be effective January 1, 2020.
FISCAL NOTE
There is no fiscal impact caused by this legislation. The Secretary of State has upgraded his Campaign
Finance database which is now usable and easier to access. The costs were included in the Secretary's budget
appropriation.
