STATEMENT OF PURPOSE
RS26779
This bill removes the financial disincentive that agencies face when cutting or reducing regulations.
Specifically, it eliminates the fee that agencies pay when publishing in the Idaho Administrative Bulletin
when the publication is necessitated by the removal of a rule or the reduction of a regulatory obligation.
FISCAL NOTE
This legislation will have no impact on the state's General Fund. By eliminating the fee associated with
publishing certain rules, there could be an impact on the Office of the Administrative Rules Coordinator's
(OARC) dedicated fund; however, existing statute provides for a fee of up to $61 dollars when publishing a
traditional rule, and thus the OARC has the administrative flexibility necessary to ensure budget neutrality
if needed.
