This legislation clarifies the distribution process for sales tax revenues by specifying that the Transportation
Expansion and Congestion Mitigation (TECM) program receives one percent (1%) of the same net amount
of sales tax collections that is used to calculate the distribution provided for cities and counties. It also
clarifies that special purpose taxing districts must use the sales tax revenues they receive for the purpose for
which the taxing district was created. The legislation directs the Department of Transportation to distribute
$2.00 from the state highway account for each driver's license or instruction permit that is issued by a county
to help offset the cost of issuing driver's licenses.
FISCAL NOTE
This will result in a $3 million shift from the general fund to TECM. It also shifts $800,000 from the state
highway account to the counties.
