STATEMENT OF PURPOSE
RS26935
This is an FY 2019 supplemental appropriation bill for the Department of Health and Welfare.
The bill includes federal fund appropriation for the Division of Public Health to implement several federal
grants including nutrition and physical health, oral health, and chronic diseases. The department-wide
appropriation impact for the grants is a net-zero change. The bill also includes a net-zero appropriation
transfer from Self-Reliance Operations to Foster and Assistance Payments Program to cover increased costs
for foster parents. The bill includes funding for the Emergency Medical Services to provide additional grants
to qualified EMS agencies in accordance with Section 56-1018B, Idaho Code. Finally, this bill removes
funding that was added to the department for a Graduate Medical Education (GME) program because the
program was not able to match the state share with Medicaid funding.
FISCAL NOTE
The total fiscal impact of this supplemental appropriation bill is a net reduction of $75,000. Adjustments
from the General Fund provide a decrease of $107,800. Adjustments for dedicated funds include an increase
of $300,000. Federal funds adjustments provide a decrease of $267,200.
